I am notably pleased to welcome all the deligations members in Shumen, host of the Second Junior Balkan Olimpiad in Informatics. I Express my gratitude to your sympathy for accepting our invitation to take part in this so important event to all these students present here.

The rich historical and cultural heritage of Shumen naturally charges it in the European cultural area.

The national revial of our town and forefathers has never gone out and it has carried the torch of knowledge and the aspiration for reaching new heights in education over the centuries. Shumen, which is an important administrative, cultural and educational centre, is also a peculiar phenomenon with the passed unique procedures, supplied the first facts in the national cultural history: the first class girls school, the first classical orchestra on the European model, the first theatrical performance, one of the first community centres.

I am pleased to welcome you and greet you for taking part in the 11th Junior Balkan Mathematical Olympiad. Put in all your energy and imagination into this competition and do your best. Learn as much as you can from your stay here.
